 Councilman at Large Joe Price is currently serving in his fourth term on Broadview Heights City Council.  Joe has resided in Broadview Heights since 1995.  Joe’s business management career now spans four decades where he has developed a business acumen with nationally recognized corporations, ultimately transitioning into 25 years of private corporate business ownership.  As a 30-year resident of Broadview Heights, Joe’s passion for community is evident through his dedication to public service, community volunteerism, and community civic leadership.  The same dedication is extended through Joe’s full-time public employment as Painesville Electric Superintendent in Lake County and formerly serving 9-years as Village Administrator for the Village of Grafton in Lorain County.   As a lifelong Cuyahoga County resident, serving in both roles as an elected legislator in Broadview Heights while simultaneously managing the daily administrative responsibilities of a Public Power Electric Superintendent, Joe continues to expand his level of experience, knowledge, and understanding of all government operational aspects impacting local municipal administrations and the public services they provide, often  collaborating with many Northeast Ohio city managers, mayors, elected officials, and state legislators in ways that benefit all who live, work, and own a business in Broadview Heights.       

Joe has often said; “Municipal government is a business, run it like one.”   With a commitment to transparency, accountability, and collaboration, Joe remains steadfastly devoted to being the voice for residents of Broadview Heights whom he often refers to as “our neighbors and friends.”  With most public meetings now recorded and later available online for public access, Councilman Price is known for creating pause during a council meeting to explain to viewers at home what was being discussed, why it’s being discussed, what necessitates a decision of council, and how it benefits and protects the Broadview Heights community.

As Councilman-at-Large Joe has served on the Council Finance Committee, represented Council monthly at the Board of Zoning Appeal, was Chairperson to the Council Rules Franchise and Ordinance Committee, and served as an alternate to the Tree Commission.  Often Joe can be seen at bi-monthly Planning Committee meetings.  Past committee service includes Chairman of the Growth, Planning, and Zoning Committee (2009-2011). Joe has also served as President of the Broadview Heights Boosters (2008-2009), President of the Broadview Heights Area Kiwanis Club (2009-2010), and President of the Broadview Heights Lions Club (2014-2015).

 Joe currently holds an ODOT LPA Certification in Project Management for locally ODOT funded projects.  Joe Price is a current member of the OEDA (Ohio Economic Developers Association).    In his former role as Economic Development Director in Grafton, Joe was a presenter/speaker at the 2019 OEDA Annual Summit held in Columbus, Ohio, where he shared the vision and success of Project Beacon including Grafton’s planned future development of more than 800 acres of municipal-owned land.    In 2020 Joe Price was recognized separately by proclamation from both the State of Ohio Senate and Ohio House of Representative for his work in public power.   

National recognition was bestowed upon Joe in 2021 when the APPA (American Public Power Association) chose Joe Price as its Seven Hats Award recipient at the 2021 APPA Nation Conference in Orlando Florida.  In February of 2024, Joe was invited to speak at the TEAM NEO (Northeast Ohio’s economic development and work force development organization) regional meeting held in Independence Ohio, sharing the continuing progress and success in Grafton by controlling its destiny through local municipal land ownership centered around the concept and development of the Beacon Regional Industrial Campus.  Most recently on February 27, 2026, Joe accepted an invitation to be one of three panelists to speak followed by Q&A at the Second Annual Cleveland State Environmental Law Society Spring Climate Conference.

Joe continues to broaden his understanding of municipal government throughout his 13-year career in public service as Administrator, Superintendent, Director of Public Works, Director of Public Utilities, and Public Purchasing Agent, growing his skill set and comprehension of the Ohio Revised Code and Ohio Administrative Code.  All benefiting how we hire and develop public employees, manage their benefit management, and negotiate their collective bargaining agreements. Additionally, Joe has managed power purchasing portfolios of two Northeast Ohio municipalities and represented both with the Board of Trustees of American Municipal Power where he continues to serve on six board committees including Legislative, Finance, Solar, Prairie State, AMPT (electric transmission systems), and AFEC for American Municipal Power, Inc. (AMP).   AMP is owned and governed by its 135 members in spanning across nine states including Ohio (84), Pennsylvania (29), Michigan (6), Kentucky (7), Virginia (5), West Virginia (2), Indiana (1), Maryland (1) and one joint action agency in Delaware.

Joe Price joined the City of Painesville administrative staff on August 5, 2024, fulfilling Painesville’s’ need for project administration management associated with its public power generation modernization.  Joe’s experience along with his public reputation in Broadview Heights, Grafton, and American Municipal Power, drew Painesville to Joe as Painesville sought a qualified candidate to project manage the turn-key development of a unique 170-acre brownfield site co-managed with West Creek Conservancy, and soon to be home to Northeast Ohio’s newest and largest 25MW Solar generation facility that will coupled with a 20MW Battery Energy Storage System funded through CPRG revenue. Joe’s primary responsibilities include managing both the Painesville Municipal Power Plant and the Painesville Public Power Distribution Division.  The Painesville 25MW solar and 20MW Battery Storage project is primarily funded by a grant award from the US EPA, ultimately providing Painesville with the ability to retire its 1903 vintage coal burning generation facility.
